Building a Data Literacy Program for Governance and AI Readiness

Our client partnered with First San Francisco Partners (FSFP) to accelerate the development of a robust Data Governance program that governs data as a strategic asset. As part of our engagement, the client recognized the need for an enterprise-wide Data Literacy Program to support growing demand for and use of AI-empowered tools across the organization.

About

The organization is one of the world’s largest airlines, operating in the aviation and travel industry. The company provides passenger air transportation, cargo services, and related travel solutions across a global network. With millions of customers and complex operations, the organization relies heavily on data to optimize performance, enhance customer experience, and maintain competitive advantage.

Industry: Airlines / Aviation & Transportation Services

Background

The client engaged FSFP to help advance its enterprise data governance program as part of a broader digital transformation strategy. With growing volumes of data and increasing reliance on analytics and AI, the organization sought to establish a strong governance foundation to ensure data quality, consistency, and compliance. Their goal was to create a culture where data is trusted, accessible, and used responsibly across all business units—enabling better decision making, operational efficiency, and readiness for emerging technologies.

Engagement Type

Enterprise Data Governance, Metadata & Stewardship, Data Quality & Observability, Data Literacy, Privacy & Compliance Frameworks

Opportunity Areas

The client recognized that while data was abundant, its workforce lacked consistent understanding of how to interpret, trust, and leverage data effectively. This gap hindered data driven decision-making and slowed adoption of governance and AI initiatives. The client needed a scalable Data Literacy program to:

  • Empower employees to confidently use data to inform tactical and strategic decisions.
  • Embed governance principles, such as data quality across the data pipeline and data access based on data sensitivity, into everyday practices.
  • Prepare the organization for advanced analytics and AI enablement.

Engagement Snapshot

To address the client’s need for a scalable Data Literacy program, FSFP developed an approach that aligned with the organization’s data governance framework and strategic objectives. The solution included:

  • Program Framework Design: FSFP created a multi-tiered Data Literacy competency framework to support creation of learning paths for different roles, from business users to data stewards and executives. Skill development occurred through just-in-time Data Literacy use cases focused on practical skills and concepts relevant to the responsibilities of that role.
  • Curriculum Development: The program design allows for creation and reuse of content on foundational topics such as data concepts, governance principles, data quality, and understanding data sensitivity classification, as well as advanced topics like analytics interpretation and AI readiness. Content was designed to be modular and adaptable for future expansion.
  • Delivery Model: FSFP recommended a blended learning approach combining instructor-led workshops, self-paced e-learning modules, and hands-on exercises. Options for partnering with existing learning providers within the organization promoted flexibility and scalability across the enterprise without need for additional resources.
  • Change Management & Adoption: To drive engagement and sustain adoption, FSFP developed communication plans, reinforcement strategies, and success metrics. These included progress tracking, feedback loops, and alignment with organizational performance goals.
  • Integration with Governance: The program was tightly integrated with the client’s data governance policies and processes, ensuring that employees not only understood data concepts but also how to apply governance standards in their daily work.

Outcomes

The engagement resulted in the following outcomes:

  • The client is positioned to achieve measurable improvements in decision quality, operational efficiency, and readiness for advanced technologies—all driven by a strong foundation in data literacy.
  • Improved Decision-Making: Employee gain confidence in using data for operational and strategic decisions.
  • Governance Adoption: Reduced organizational risk via increased compliance with data policies and standards.
  • AI Readiness: Workforce prepared to support scalable AI and analytics initiatives.
  • Cultural Shift: Establish a governance-first, data-driven culture across the organization.
